The improved performance of the agricultural sector in Africa south of the Sahara during the most recent decade (2000–2010) has raised questions about the drivers behind the growth. Skeptics argue that rising commodity prices, as world markets experience a commodity boom, are the main cause of the agricultural growth. Others point to improvements in the policy environment and increased investments in agriculture at a time when African governments and donors have been rallying to increase their support to agriculture.

This study examines the magnitude of the macro and welfare effects generated by a realistic acceleration in the productivity growth of the Ethiopian livestock sector, as compared to historical trends and to alternative scenarios of productivity expansion in the cereal and cash crop sectors. Results from the dynamic general equilibrium simulations show large aggregate gains from livestock productivity acceleration and effects on poor households’ incomes and consumption that are roughly in line with those obtained under cereal growth.

Biofuels offer an opportunity to African countries to produce new cash crops for domestic use or export. High energy prices and large consumption mandates already agreed in many countries suggest that these opportunities will remain for an extended period of time. The impacts of expanded production of crops for biofuels will be felt in the entire rural sector as resources are shifted away from traditional crops and prices of all agricultural commodities rise.

This report is a diagnostic tool to evaluate the environmental priorities for the Central African Republic (CAR).
