Economic Growth and Development

Hunger and starvation in sub-Saharan Africa have lasted too long. But Africans are not consigned to a lifetime of food insecurity. The knowledge, technology and resources for closing the food security deficit are available today, and breakthroughs will continue to emerge from research and development. But no one believes it is possible simply to distribute better seeds and more fertilizer to African farmers and then to walk away. Nor will economic growth alone solve the problem.

The 2006 Rwandan SAM discussed in this document has been used for the CGE modeling analysis on agricultural growth and investment options for poverty reduction in Rwanda conducted by Diao et al. (2010). This SAM has been modified from the original SAM of Emini (2007).

Agricultural development strategies that are put forward by individual African countries delineate priorities for actions to enhance agricultural and overall development. Understanding alternative agricultural growth options and their linkages with poverty reduction and prioritizing agricultural investments are the two key components of an agricultural development strategy.

The project that led to this publication went through many interrelated phases and involved many players. The first step was to develop a proposal that clearly stated the goals of the publication, and provided a provisional table of contents with proposed chapter titles and brief descriptions of the topics to be covered, and the manner in which they were expected to be covered. Second, authors and reviewers were recruited from among well-known experts in the relevant fields.
