No. 17 - A Comparative Analysis of Methods for Updating and Balancing Social Accounting Matrices

The objective of this technical note is to compare four methods (CE, OLS, Huber and Hellinger’s methods) for updating and balancing a SAM. Unlike previous studies, the contributions of this note are:

i. Going beyond the traditional comparison of CE and RAS methods; to this end, this note presents an application of Huber and Hellinger methods.
ii. Contrary to studies based on a Monte Carlo simulation framework, this note makes a comparison of methods using an analysis of divergence between the structures of the updated SAM and observed one. In addition, this note compares the results of considered methods following different criteria: a) comparison between updated ratios and the observed, b) the ability of methods to reproduce observed structural changes, c) number of accounts presenting an extreme value, d) analysis of the structure of production and factor intensity between sectors.

Results show that CE and Hellinger’s method are relatively superior to OLS and Huber’s methods, minimizing the mean errors regarding the estimations of ratios, without significantly modifying the structure of accounts while preserving factor intensity within sectors.

L’objectif de cette note technique est de comparer quatre méthodes (CE, OLS, Huber et Hellinger) pour mettre à jour et équilibrer une matrice de comptabilité sociale (MCS). Par rapport aux études précédentes, les contributions de cette note sont:

i. Aller au-delà de la comparaison traditionnelle des méthodes CE et RAS; à cette fin, cette note présente une application des méthodes Huber et Hellinger.

ii. Contrairement aux études basées sur un cadre de simulation de Monte Carlo, cette note fait une comparaison des méthodes en analysant la divergence entre les structures de la MCS actualisée et celle observée. De plus, la note compare les résultats des méthodes envisagées suivant différents critères: a) comparaison entre les ratios mis à jour et ceux observés, b) la capacité des méthodes à reproduire les changements structurels observés, c) le nombre de comptes présentant une valeur extrême, d) l'analyse de la structure de la production et de l’intensité des facteurs entre les secteurs.

Les résultats montrent que la méthode CE et Hellinger sont relativement supérieures aux méthodes OLS et Huber, minimisant les erreurs moyennes sur les estimations des ratios, sans modifier significativement la structure des comptes tout en préservant l’intensité des facteurs au sein des secteurs.
