The 2004 Kagera Health and Development Survey (KHDS 2004) was implemented by the Tanzania Bureau of Statistics in 2004 and sponsored by the World Bank. The survey is part of the Living Standards Measurement Study (LSMS) project undertaken by the Development Research Group at the World Bank. The LSMS project explores ways of improving the type and quality of household data collected by statistical offices in developing countries. Its goal is to foster increased use of household data as a basis for policy decision-making. Specifically, the LSMS is working to develop new methods to monitor progress in raising levels of living, to identify the consequences for households of past and proposed government policies, and to improve communications between survey statisticians, analysts, and policy makers.
The KHDS 2004 is the fifth round of the baseline Kagera Health and Development Survey 1991-1994 (KHDS 91-94). The aim of the survey was to reinterview all the respondents who were interviewed in the KHDS 91-94. In the KHDS 91-94, a stratified two stage sampling procedure was used. The stratification was based on geographic coverage in the first stage and mortality risks in both stages. In the first stage, 51 communities (primary sampling units or enumeration areas) were selected from 550 communities classified according to eight strata in Kagera region. In the second stage, 16 households were selected from each enumeration by stratified random sampling. The final sample consisted of 816 households (51 EAs x 16 households). In 2004, the sampling strategy consisted of reinterviewing people who were in any round of the KHDS 1991-1994 and who were alive in the last interview. Given that people move out of their original households, the 2004 sample consisted of 832 reinterviewed households and 2774 new households.
A household questionnaire with 18 sections covering a wide range of topics and three community questionnaires (community, price and primary schools) were administered. The household questionnaire included topics such as housing amenities, consumption, income, assets, time allocation of individuals, business activities, remittances, education, and health.
