Call for applications for a six-months consultancy   
 
On January 2020, the International Food Policy Research Institute (IFPRI) initiates in collaboration with the Food and Agriculture Organization (FAO) a project on “Intra-Regional Trade in the Association of South-East Asia Nations (ASEAN): An Assessment of the Impact of Non-Tariff Measures (NTMs)”.  
 
The project is aimed at providing four outputs: 
  1. Output 1. Collection and analysis of non-tariff measures on food and agricultural products within ASEAN with specific focus on food and agricultural products and commodities relevant for food safety, human, animal health. The database will draw from the ASEAN Trade Repository (ATR), the World Trade Organization (WTO) Integrated Trade Intelligence Portal (WTO I-TIP), complemented with the World Bank’s Temporary Trade Barriers database.   
  2. Output 2. Econometric estimation of Ad-Valorem Equivalents of NTMS impeding the trade of selected food and agricultural commodities within ASEAN (a gravity model will be used to estimate the impact of NTMS on imports)
  3. Output 3. Analytical/research document that reviews the current status of NTMs in ASEAN countries with specific focus on food and agricultural products.
  4. Output 4. Conduct a technical workshop to review and validate the analysis.  
 
The IFPRI opens a call for applications for a five-month consultancy. The researcher will be based in South-East Asia with frequent visits to the FAO Regional Office for Asia and Pacific in Bangkok. She(he) will collect information about NTMs on food and agricultural products in ASEAN, conduct an econometric estimation of Ad-Valorem Equivalents of NTMS on selected food and agricultural commodities within ASEAN, based on a gravity model and will assist with the drafting of analytical/research document that reviews the current status of NTMs in ASEAN countries. She(he) will work under the supervision of Senior Research Fellow Antoine Bouët (IFPRI). 
 
Where does the Consultancy take place?
The consultancy will start on February 1st, 2020, and finish on June 30th, 2020. 
 
Deliverables 
The researcher will have to deliver: 
- A database on non-tariff measures on food and agricultural products with ASEAN with specific focus on food and agricultural products and commodities relevant for food safety, human, animal health. Deadline: March 31st, 2020.
- An econometric estimation of Ad-Valorem Equivalent of selected food and agricultural commodities, based on a gravity equation. Deadline: May 15th, 2020.
- He will also assist Antoine Bouët in the drafting of the final report that has to be delivered on June 30th, 2020 and will attend the Bangkok workshop mid-June (2020). 
 
Who can apply? 
Researchers holding a doctoral degree (PhD) in economics defended in 2018 or 2019, free on February 1st, 2020 
 
What are the required skills?
- Proven work experience (PhD dissertation) in conducting econometrics of trade, especially analysis based in gravity equation;
- Proven work experience in the use of either STATA, or SAS, or R;
- Fluency in English;
- Excellent analytical and quantitative skills, especially in trade policy and international trade;
- Excellent interpersonal skills and ability to work effectively in teams as well as independently;
- Excellent written and oral communication skills in English. 
Articles published in peer-review journals are welcome. 
 
Where does the Consultancy take place?
Successful applicants will conduct their activities in South-East Asia with frequent visits to the FAO Regional Office for Asia and Pacific in Bangkok.
